Public measure: The movement control order will limit congregation at religious, sport, social and cultural events.

PETALING JAYA: A movement control order will be imposed from tomorrow until the end of the month to contain the Covid-19 outbreak, says Tan Sri Muhyiddin Yassin.

The Prime Minister announced the measure after chairing the National Security Council (NSC) last night.

“The government has decided to enact the measure, starting March 18 until March 31, throughout the whole country.

“This order is being issued under the Prevention and Control of Infectious Diseases Act 1988 and the Police Act 1967, ” he said during a special broadcast.

The measure will restrict the movement and congregation at religious, sport, social and cultural events.

While public and business premises will be closed, Muhyiddin announced that supermarkets, sundry shops and other shops which sell daily essentials will remain open.

Overseas travel for Malaysians will be restricted while those returning to the country must undergo health checks and voluntary quarantine.

Educational centres and schools, including higher learning institutions, will also be closed during this period.

The Prime Minister assured the public that essential services will continue.

These include health services, utilities such as fuel and electricity, along with the Fire and Rescue Department, police and those involved in the food supply chain.

Muhyiddin said he will chair daily NSC meetings and periodic updates will be announced to the public.

He also urged for all Malaysians to be patient during these trying times and to comply with the restrictions.

He assured the public that enough food and essentials are available, including face masks.

But at the same time, he said the Domestic Trade and Consumer Affairs Ministry will monitor the supply of these items.

“I realise the public might feel these actions create difficulties and hardships during their day to day lives. However, such action must be taken by the government to contain the outbreak.

“We cannot wait any longer for the situation to turn more dire. Drastic measures have to be taken immediately, ” he said.

He urged the public not to panic and remain calm.

“I believe that with these measures, we will be able to contain the outbreak soon, ” he said.

Muhyiddin also thanked those directly involved in combating the Covid-19 outbreak, including health officers and public servants who have been working around the clock.

“I pray that you will remain strong in performing your duties for the country to ensure public safety, ” he said.

中央变天 居林机场计划有变数

吉打州务大臣拿督斯里慕克里兹表示,随著中央不再由希盟执政,他也无法确定兴建居林国际机场的计划是否得以继续进行。

他表示,兴建居林国际机场的计划在进行中,吉打州政府也已开始进行征地,但想不到中央突然变天。而他不确定现在执政中央的政府,是否会配合继续进行机场计划,还是会取消或拖延。

无论如何,他强调,吉打州政府会在本身权限内,尽力推动这项计划。

慕克里兹也是土团党署理主席,他昨晚在“捍卫人民委托之旅”巡回讲座会上,如是指出。

曾在国阵和希盟执政时期担任州务大臣的他也分享说,希盟的州行政议员的表现比国阵更好,人人以民为本。

“我们在执政吉打州政府的2年内,还在研究和探讨各项计划,今年才是进入执行期。”

另外,他也提醒民众,必须监督新中央政府和新内阁部长。

诚信党全国署理主席拿督沙拉胡丁则促请民众有耐心,并矢言希盟将会重返布城。

他说,希盟执政中央时已证明是个廉洁的政府,短短近2年的时间已提升大马的名声,若继续执政,相信会取得更高成就。 

古邦巴素国会议员暨安南武吉州议员拿督阿米鲁丁则表示,有人企图推翻吉打州政府,因此希望吉打19位希盟与土团党州议员站稳立场,不要掉队。

他说,倘若有议员接受献意而跳槽,这将令该议员无法面对大选时,人们所给予的委托。

COVID-19: Malaysia bars entry of cruise vessels

Malaysia will not to permit entry of cruise vessels to its ports with immediate effect due to the COVID-19 outbreak until the overall situation improves and the spread of the virus is contained, said Health Director-General Datuk Dr Noor Hisham Abdullah.

He said in view of the recent resurgence of COVID-19 cases in Malaysia and around the world, various measures were being taken by the Malaysian authorities to contain local transmission and to safeguard public health.

He said entry and transit of cruise vessels, passengers and crew members require considerable medical resources to be made available at ports for screening and treatment purposes.

"During this difficult period, it is important that more medical resources are concentrated at hospitals to attend to medical emergencies and undertake preventive measures.

"As such the Ministry of Health in consultation with other government ministries and agencies has taken the decision not to permit the entry of cruise vessels to Malaysian ports," he said in a Facebook posting today.

Dr Noor Hisham said the Health Ministry aknowledged that the cruise industry is an important component of Malaysia’s tourism sector and has contributed significantly to the Malaysian economy but was hopeful that this is a temporary measure and was confident that the concerted efforts of all parties will assist in resolving the issue at hand soonest possible.

马来西亚政府发出指令,禁止所有游轮停泊在该国港口或码头。

当今大马引述《星报》报道,这个即时禁令是暂时性措施,由卫生部和交通部联合发出,并在槟州港务局发出通令给船主、代理商、港口和码头后才传开。

通令指出,所有游轮暂时禁止进入马来西亚所有的港口,直到另行通知为止。

巴生港务局也发出相同通知,说明尽管游轮业十分重要,但这个临时措施有其必要。

巴生港务局总经理苏巴马连表示,希望这个临时措施的实行及在所有人配合之下,能够尽快解决冠病所带来的问题。 马来西亚是继菲律宾、台湾、香港和日本后,实施游轮禁令的国家。

Thai ‘kereta sapu’ stealing business from taxi drivers

“It is very difficult to earn even RM20 a day. They (Thais) just hop over easily and offer fares that are much lower and steal our customers, ” lamented a 46-year-old taxi driver who wanted to be known only as Amran.

He complained that the situation involving the transport operators from Thailand has persisted for years.

“...depa (they) operate as though they are immune to the law and are free to pick up passengers, ” he said when met at the Padang Besar taxi stand here.

He said these illegal operators not only ferry passengers around Padang Besar but also transport workers of Thai restaurants in Penang, Alor Setar and Seremban to renew their social visit passes at the Padang Besar Customs, Immigration and Quarantine Complex.

Most of these illegal operators, he said, were from Pattani and Songkhla in southern Thailand and carried out their activities during the school holidays and weekends.

Amran disclosed that they had three illegal stands around here, one in front of the Padang Besar Railway Station, another in front of Arked Niaga Padang Besar and the other in front of the Padang Besar Fire and Rescue Station and that it is not difficult to identify the vehicles because they have tinted windows and Thai registration plates.

“When the JPJ (Road Transport Department) officers are on patrol, they just ‘disappear’, ” he said.

“This is all I made today, not even RM20 toiling from morning to evening. If it continues, I don’t know how I will feed my wife and children, ” he said, showing a RM10 note and a few RM1 notes that he had.

Amran said he and several other fellow taxi drivers have lodged complaints with the authorities and even furnished photographs and video recordings of the illegal activities.

“The patrols carried out by the authorities are not enough to stamp out this menace, ” he said.

Also affected by these kereta sapu (pirate taxis) is a fellow taxi driver identified only as Rahmat, 52, who claims that the local taxi drivers are living a hand-to-mouth existence now, unlike five years ago.

He has been in the business over the last 11 years and recounted the good old days when the returns were lucrative with domestic and foreign tourists alike patronising their services because they (tourists) did not have much choice then.

“Now, they (the pirates) not only pick up passengers on the Malaysian side but also bring passengers in and out of Thailand.

“Depa (they) are having the best of both worlds, ” he said.

If kereta sapu and vans are not bad enough, he revealed, there is now the added menace of motosikal sapu (pirate motorcyclists) from Thailand.

The father of four said that, to his knowledge, they are only allowed to operate in Thailand and cannot pick up passengers on the Malaysian side.

Checks by Bernama found the pirate cars, vans and motorcycles from Thailand operating daily, from 10am to 6pm.

During the Chinese New Year festive season, Bernama found about 50 pirate motorcycles operating, charging fares ranging from RM7 to RM10 for a trip to Padang Besar town on the Thai side.

Rahmat said the authorities, including the state government, must think of ways to overcome the problem. “If this is not cleaned up, my taxi will end up a rust bucket, ” he said. — Bernama

Health screenings will continue at Langkawi International Airport (LIA) although all direct flights between China and Langkawi Island have been temporarily suspended, Health director-general Datuk Dr Noor Hisham Abdullah said.

He said passengers and airline crew would continue to be screened by the relevant agencies at the international entry points (PMA).

Dr Noor Hisham said he had the opportunity to see for himself the measures taken by the Health Ministry (MOH) in addressing the 2019 novel coronavirus (2019-nCoV) infection at LIA and the Kuah Ferry Port in Langkawi Island.

“From Jan 25 to 31, 2020, 6,539 passengers and crew from various international destinations arrived via the LIA, while 3,082 came via Kuah Jetty,“ he said in a statement today.

Apart from the two entry points, four other international entries are via Kedah at Bukit Kayu Hitam, Tanjung Lembung Wharf, Telaga Harbour Park and Kota Putra in Durian Burung.

Dr Noor Hisham said since early January this year, health screenings had been intensified at all PMAs nationwide and the good co-operation fostered between the MOH and related agencies had enabled rapid detection of symptomatic travelers.

According to him the National Crisis Preparedness and Response Centre (CPRC) would be notified of suspected cases of coronavirus infection who would then be referred to MOH hospitals which have been identified, while the asymptomatic cases would be provided with a Health Alert Card before they could continue with their travels.

Apart from the health screenings he said, disinfection activities were also being carried out at the entry points to prevent and control the spread of the infection.

Dr Noor Hisham called on all parties to cooperate with the health authorities and agencies involved to protect the public’s health and safety. - Bernama

A friendlier Immigration experience



Immigration officers will be taught basic Mandarin and other essential languages in an effort to provide a friendlier service at the country’s entry points.

Besides easing communication, Immigration Department director-general Datuk Khairul Dzaimee Daud (pic) said the move was also made in conjunction with the Visit Malaysia 2020 campaign.

“As part of our ongoing effort to improve the Immigration Department, we want to enhance our counter service, especially at the KLIA (KL International Airport) and other airports.

“Our officers must provide a friendly service because they are our visitors’ first impression of the country when they arrive.

“Those who are stationed at counters will be taught a basic level of Mandarin and other languages to help ease communication, ” he said in an interview ahead of the Immigration Department Day celebrations today.

Khairul Dzaimee, who took over the helm of the department in January this year, said one of his focus areas was personal development for all his officers.

“For me, training and upskilling of our officers is a very important aspect.

“This year, we increased the training period for our cadet officers to four months.

“As for existing officers, they, too, will be required to attend intensive courses to improve themselves, ” he said.

He also spoke on instilling integrity among Immigration officers.

“My wish is for the Immigration Department to be an enforcement agency that is respected by all because of the integrity of our officers, ” he added.

Besides training, Khairul Dzaimee said the department would also beef up its enforcement operations.

“When I inherited the department, we already had a policy where there is no day without an enforcement operation.

“I continued that policy and we intend to increase it further.

“With the Back For Good (B4G) amnesty programme ending on Dec 31, we will ensure that on Jan 1 we will go ahead with our enforcement efforts on a massive scale.

“There will be no compromise for illegal immigrants who are caught after the programme, ” he said.

Khairul Dzaimee also said the department did not intend to extend the deadline of the Back For Good programme.

“As we are approaching the deadline, we see the queues at the Immigration Department getting longer and we expect this to increase further.

“To accommodate this, we have extended our operating hours from 5pm to 10pm on weekdays. We also open on Saturdays until 3pm.

“However, the Home Ministry has made it clear that there will be no extension of the Dec 31 deadline, ” he added.

The B4G programme was introduced this year as an effort to reduce the number of illegal immigrants in the country.

Under the programme, illegal immigrants are allowed to return home without punishment as long as they pay a RM700 compound and can produce flight tickets.

On the Immigration Department Day celebrations, Khairul Dzaimee said for the first time, the department would honour outstanding officers with medals.

The department would also be giving out a special award to an individual for his lifelong contribution to the department.

据《新海峡时报》报道,马来西亚交通部副部长阿都阿兹表示,深色车窗膜构成危险。

在这之前有人担心,进入马来西亚的外国车辆可能把毒贩和伊国组织成员载入。

“陆路交通部门将立即采取行动,禁止车窗膜暗色的外国车辆入境马来西亚。”

“那些进入马来西亚的车辆,必须去除深色的车窗膜。”

主要用于遮挡刺眼阳光以及调节车内气温的车窗膜问题,多年来引起争议。

根据马来西亚法令,前挡风玻璃的贴膜必须有至少70%的透光率,其他车窗的透光率也必须超过50%。不过,司机可以安全或医疗原因,写信给当局申请成为例外。

当地仍有许多司机不顾这项法令。

New gateway: The newly-built CIQ checkpoint in Sadao will be open 24 hours for cargo traffic travelling between Malaysia and Thailand.

KUALA LUMPUR: The Bukit Kayu Hitam-Sadao Customs, Immigration and Quarantine (CIQ) checkpoint will operate round-the-clock well into 2020 with Malaysia and Thailand extending the three-month trial period.

The checkpoint, which opened for 24 hours to cargo traffic on June 17, will remain so until June next year to prolong the trial period to one year.

“This will be a boon to businesses and cargo transport operators on both sides of the border,” said Thai Ambassador to Malaysia Narong Sasitorn.

“We have observed more trucks coming into Thailand from Malaysia during the extended hours.

“From the Thai side there has not been a significant increase, so we need to create more awareness,” he said in an interview.

Both governments had decided earlier to open the checkpoint for 24 hours for three months from April 1, but the move was delayed as the Thais wanted more time to prepare.

Border connectivity was key on the agenda when Prime Minister Tun Dr Mahathir Mohamad met his Thai counterpart Gen Prayut Chan-o-cha for talks in Bangkok last October.

Following the prime ministerial initiative, both foreign ministers met in the Thai capital in January to reach an agreement to open the border for 24 hours, from the previous 18-hour operation, on a three-month trial basis.

The extra hours are aimed at reducing congestion at the border where there are bottlenecks during rush hour.

Narong said promoting seamless border connectivity remained a top priority to enable businesses on both sides to have complete flexibility to pick the right time to transport their goods and ensure more cost-efficient logistics.

He said latest statistics showed that the number of trucks passing through the Sadao CIQ complex (both ways) was between 12,000 and 13,000 per month, but added that the utilisation of the extra hours was still very low.

During the extended operating hours at the Sadao checkpoint (11pm to 5am Thai time) in June, he said inbound cargo traffic from Bukit Kayu Hitam registered a 2.5% increase, followed by 0.67% (July), 0.56% (August), 0.16% (September) and 0.30% (October).

“The technical team is continuing to monitor the developments at the shared border.

“On my part, I have been in touch with the Songhkla vice-governor to spur things on,” the envoy added.

Narong said the new Sadao CIQ complex was near completion and scheduled to be operational by the first quarter of 2020.

He said a decision on the building of a new road alignment to link the US$78mil (RM315mil) complex with the Bukit Kayu Hitam Immigration, Customs, Quarantine and Security (ICQS) complex was still pending.

“We have presented two proposals to Malaysia, which has come up with its own suggestion. We need to finalise this to prepare for the opening of the Sadao complex.

“Without a new road alignment, we will have to rely on the existing route.

“But this will not resolve the congestion and bottleneck situation at peak hours with more lorries and trucks waiting to cross,” he said, adding that a single inspection facility for all trucks, now randomly inspected at least twice – once in Thailand and in Malaysia – was being explored.

Narong said he had also met Works Minister Baru Bian on the proposals to build a bridge to connect Takbai in Narathiwat to Pengkalan Kubor in Tumpat, Kelantan, and another linking Rantau Panjang, Pasir Mas, to Sungai Golok, also in Narathiwat.

He said the Takbai-Pengkalan Kubor bridge would span 270m and have four lanes.

“If the roads connecting both ends of the bridge are included, the total length of the project will be 10.6km.

“This bridge is long overdue. The economic benefits are indeed immense. Thailand had already proposed the engineering design some years back,” he said.

Tourism Langkawi, a local tourism development organisation, in collaboration with Malindo Air, will launch a promotion to introduce tourism products and hotel accommodation offered by its members, to lure tourists from Phuket to the island, next month.

Langkawi Tourism president Ahmad Phisol Ishak said Malindo Air’s Langkawi-Phuket-Langkawi direct flights had opened up a huge opportunity for the island’s tourism sector as it would ease the travel of visitors.

“Fifteen members of Langkawi Tourism comprising travel agents, hotel and tourism product operators are joining forces with Malindo Air to launch the promotion at Langkawi International Airport on Sept 2.

“We want to take this opportunity to attract more tourists from Phuket. During the launching ceremony, representatives from 10 travel agents and three media organisations in Thailand will also be flown in as part of the promotion.”

He said this when met after chairing a meeting with Malindo Air's North and Central Malaysia manager Arasu Soundarajan and members of Tourism Langkawi at Ombak Villa Langkawi here today.

Ahmad Phisol said the promotion was also being held as a result of positive feedback received by the organisation following the Tourism Langkawi products engagement mission in Phuket from July 19-22.

“The mission was very successful, Tourism Langkawi with Malindo Air received positive feedback on what we were able to offer as a result of the meeting with 25 travel agents there. Furthermore, we see Phuket as an attraction not only for Thai tourists but also from Europe and China,“ he said.

Meanwhile, Arasu Soundarajan said the airlines hoped the cooperation and the promotion would increase the number of passengers on its Langkawi-Phuket-Langkawi sector.

“We hope to push our load through this collaboration with the marketing support from Tourism Langkawi. Through this campaign, we can offer special fares to travel agents offering hotel packages,” he said.

Malindo Air has been offering flights for the Langkawi-Phuket-Langkawi sector every Monday, Wednesday and Friday since March.

吉北黑木山马泰边境关卡门闸终于在周二凌晨12时10分正式拉开,24小时开放让重型及物流运输罗里全天候通关,暂定3个月试行期。至于供旅客、轻型车辆及旅游巴士等通关的普通通道,将保持18小时通关作业,即开放时间从清晨6时至午夜12时。

外交部副部长拿督马祖基、吉打州务大臣拿督斯里慕克里以及泰方外交部顾问蔡斯利安纳马仁、宋卡府府尹威拉南等周二凌晨12时05分,在吉北黑木山马泰边境关卡门闸主持挥旗通关仪式。

24小时开放仪式于午夜12时开始,驻守关卡门闸的警员在12时正把门闸拉起,待外交部副部长拿督马祖基及吉打州务大臣拿督斯里慕克里到场给予指示,再把门闸拉开,随即泰国外交部顾问蔡斯利安纳马仁在马泰边境交界处与拿督马祖基一起主持挥通关仪式,让马泰两国货运罗里开始通关。

吉北黑木山马泰边境关卡门闸24小时开放,为马泰两国掀开了历史性一幕。

外交部副部长拿督马祖基致词时表示,这项24小时开放政策,暂定3个月试行期,直至9月17日,这期间马泰两国的评估小组将进行评估这项政策的成效。

他说,泰国是大马第5大的贸易伙伴,在东协国家排名第2,两国在去年的贸易额达261亿2000万美元(约1044亿8000万令吉),与2017年的229亿6000美元(约917亿)),上涨了13.7%。

他表示,共享一个边界,将改善两国之间的联系,这将吸引外国直接投资,促进两国之间的经济成长。

他指出,黑木山和昔罗边境的双边贸易总额为115亿6000万美元,占了马泰7个边境的贸易总额60%。

泰方外交部顾问蔡斯利安纳马仁表示,虽然24小时开放政策只限于重型及物流运输罗里,不过,他相信将有助于纾缓运输罗里的阻塞,促进马泰两国商业、旅游与贸易往来的便利。

他说,泰国新检疫大厦预计在明年初启用,并希望能够直接衔接黑木山移民、关税及检疫站。

耗资4亿2500万令吉的马泰边境黑木山移民、关税及检疫站(ICQS)于2017年11月正式启用后,原本于2019年1月1日24小时全天候开放,之后泰方基于关卡基设及驻守人员调派方面尚需更多时间的准备,导致有关措施出现变化,展延至4月1日,且只实行24小时开放物流运输通关,试跑期3个月,但有关政策到了最后关头,再度暂缓实行,直至周二(6月18日)正式落实。

Malaysia to implement Vehicle Entry Permit for all foreign vehicles from October

A road transport law that requires all foreign vehicle owners coming into Malaysia to register for a Vehicle Entry Permit (VEP) will be enforced from October.

In a statement on Thursday (Apr 25), the Malaysian Ministry of Transport said that the VEP will be issued by the Road Transport Department and can be applied for online in a "simple three-step action".

"Only VEP-registered vehicles are allowed entry into Malaysia once it is put into force," it said.

The ministry added that the enforcement of VEP will be implemented in phases.

"For phase one, requirement of VEP for all foreign-registered vehicles entering Malaysia through Bangunan Sultan Iskandar and Kompleks Sultan Abu Bakar, Johor, will commence from Oct 1 this year," the ministry said.

"For the enforcement of VEP phase 1, the VEP-RFID tag can be installed or collected at four designated centres in Johor Bahru, which are Gelang Patah Southbound RR; Plaza Angsana Open Carpark; Pandan RnR and Lima Kedai Toll Plaza."

Phase two will involve entry points and land borders between Malaysia and Thailand, while phase three will expand the enforcement of VEP to all entry points and land borders between Malaysia, Brunei and Indonesia.

The enforcement dates for phases two and three will be announced "in due course", the ministry said.

All vehicle owners who have yet to register for a permit are being reminded to do so. A VEP for each registered motor vehicle will be valid for five years.

VEP AT MALAYSIA-BRUNEI BORDER

Road Transport Department director-general Shaharuddin Khalid revealed plans by the department to impose the VEP requirement at four Customs, Immigration and Quarantine complexes along the Malaysia-Brunei border.

A proposal paper for the plan will be submitted to Transport Minister Anthony Loke later this year, with the main objective of easing the monitoring of foreign-registered vehicles entering Malaysia.

"We hope the VEP requirement can be implemented at the locations early next year," he said at a press conference.

Drivers applying for the VEP will face a one-off registration fee of RM10 to have their permit processed.

Flying out of the country? Be prepared to pay a departure levy

Anyone flying out the country will have to pay a fee when the Departure Levy Bill 2019 is passed in Parliament.

The Bill tabled by Deputy Finance Minister Datuk Amiruddin Hamzah (pic) for its first reading on Monday (April 8) seeks the implementation of a new levy on any person leaving Malaysia.

However, the amount of the proposed levy was not mentioned in the Bill.

In Budget 2019, the government had proposed a departure levy of RM20 for Asean countries and RM40 for non-Asean countries.

The Bill also proposes hefty punishments for those who avoid paying the levy.

Any registered person who makes an incorrect return or information can face a fine not exceeding RM500,000, a three-year jail term or both, upon sentencing.

According to the Bill, a registered person means any operator or agent of foreign operators.

The Bill also states that anyone with the intent to evade or assist another to avoid the departure levy will also be liable to a fine not exceeding RM1mil, a five-year jail sentence or both upon sentencing.

The proposed Act also states that any person who in any way assaults, obstructs, hinders, threatens or molests a Customs officer in the discharge of his function or fails to give reasonable assistance to any Customs offer will also be liable to a maximum three-year jail term, a fine not exceeding RM500,000 or both if found guilty.

New international airport for Kedah

A new international airport in Kulim and a manufacturing and logistics hub near the industrial town are among seven mega projects costing over RM3bil that the federal government has announced for Kedah to make development in the state on par with that in more progressive states.

The other projects are two phases of the Northern Corridor Highway project over a 70km stretch; a digital library here; a petrochemical industrial park in Gurun; and the Kasih Ibu Darul Aman (Kida) programme.

Economic Affairs Minister Datuk Seri Mohamed Azmin Ali made the announcement after a special meeting with federal and state government officers and staff here yesterday, Bernama reported.

Also present at the press conference were Kedah Mentri Besar Datuk Seri Mukhriz Mahathir and Kedah State Secretary Datuk Ammar Shaikh Mahmood Naim.

Mohamed Azmin said the Kulim International Airport (KXP) will cost RM1.6bil; the manufacturing and logistics hub in Sidam, near Kulim (which is already home to a hi-tech park), RM300mil; the digital library, RM15mil; and the petrochemical industrial park, RM2mil.

As for Kida , he said with an annual allocation of RM30mil, the programme will assist 5,482 poor families in the state who will be issued a smart card with a value of RM400 to RM500 to buy basic necessities.

“Under the programme, women and mothers of poor households will be given the smart card. They only have to swipe the card to make purchases at the supermarket.

“The payment will be borne by the state government with the assistance of the federal government. We will implement the programme this year. It will be particularly helpful for poor families in Baling, Sik, Yan and Kota Setar,” he added.

Mohamed Azmin expressed optimism that the mega projects to develop infrastructure will draw foreign investors to the state and open employment opportunities for the locals, which will raise the state’s revenue and the people’s income. It is hoped that the development will make the state on par with the more progressive states.

He also said the government had approved an allocation of RM1.132bil as development expenditure for Kedah this year.

“It’s for 51 new projects and 201 project continuations,” he said.

尽管泰南第一大城市合艾爆发基孔肯雅病毒,但尚未影响我国人民进入泰南,马泰边境关卡也未见加强防范措施。

根据黑木山一名经营旅游的朋友指出,虽有听闻在合艾发现基孔肯雅病毒病例,但一些要过境的人士并没有受到阻吓,一些每天出入边境购货的商人也如常过关入境。

他说,关卡操作也和平日一样,没有特别的防范措施,而进入泰南的游客也没有受到任何劝告和提醒。

他指出,由于学校假期已过去,周日开始也是上课天和工作天,因此进入泰南的游客很明显比周末减少了很多。

另一方面,针对这项病毒课题,媒体尚未得到吉打州医药卫生总监拿督诺希然的回应。

Visa exemption for China tourists extended to Dec 2019

The 15-day visa exemption for tourists from China has been extended from Jan 1 to Dec 31 this year, a piece of good news for local tourism industry players.

With many Chinese nationals going on holiday during the Chinese New Year next month and China’s National Day Golden Week break in October, Malaysia’s tourism association is hopeful that the exemption will boost arrivals.

Home Minister Tan Sri Muhyiddin Yassin on Jan 2 made three separate orders to grant visa exemptions for Chinese and Indian tourists.

The orders granting the exemption under the Passports Act 1966 were published on Jan 3 in the Federal Government Gazette.

The three are: Passports (Exemption of Visa to Tourist Who is Citizen of The People’s Republic Of China) Order 2019; Passports (Exemption of Visa to Tourist Who is Citizen of India) Order 2019; and Passports (Exemption of Visa to Expatriate Who is Citizen of India) Order 2019.

Chinese tourists were first granted the 15-day visa exemptions on Oct 1, 2015, while Indian citizens including expatriates who visit Malaysia as tourists were first given exemptions on April 1, 2017.

The exemptions for both countries were extended every year since.

The exemption for tourists who are citizens of China comes with a number of conditions.

According to the orders, applicants must register with an electronic travel registration and information system provided by the Immigration Department.

They must have a return ticket and must produce on arrival, proof of sufficient pocket money, credit card or bank card with the UnionPay, AliPay or eWallet logo.

They must also produce their itinerary in Malaysia upon arrival.

The orders stated that the 15-day exemption could not be extended, and upon leaving Malaysia, the tourist was only allowed to re-register for exemption again after three months. 

The exemption for tourists who are citizens of India has almost similar conditions while the exemption of Indian expatriates applies to all citizens of India working as expatriates outside India in all countries except Singapore.

They are granted the exemption when travelling to Malaysia as tourists.

离境税征收机制未决 陆兆福:稍后公布

交通部长陆兆福表示,政府尚未决定征收离境税的机制。

“究竟会加入乘客服务费或者由关税局征收?我们将会稍后公布。”

他今天在亚航总部的数码机场控制中心主持推介礼后,受询及离境税的课题时,如是表示。

他说明,2令吉乘客服务费与20令吉或40令吉的离境税不同,前者由马来西亚机场控股有限公司征收作为营运用途,非政府征收;后者是由政府征收,以提高政府的收入,政府预计每年可征收数亿令吉。

他说,离境税并非首创税务,实际上在泰国与印尼等国家早已经征收离境税。

陆兆福也希望我国机场与航空公司可以合作,缩短飞机抵达与起飞的周转时间(turnaround time)。

他透露,昨日甫从曼谷公干返国的他在4时25分抵达吉隆坡机场,但在5时10分才领取行李,令他认为有改善的空间。

“我希望在我们从抵达到行李运输带时,就可以领取行李。这需要航空公司、机场公司及相关单位的配合。”

针对政府希望出售30%机场房地产投资信托基金股权筹资40亿令吉资金,陆兆福表示,政府尚未鉴定涉及的机场(参与该机制),政府会稍后宣布。

另一方面,亚航创办人丹斯里东尼费南德斯则表示无意参与收购30%机场房地产投资信托基金股权的计划。

他说,亚航作为航空公司将会聚焦在航空事业,兴建机场并非他们的工作。

不过,他表明愿意与机场公司合作降低成本,从而调低机票价格。

询及政府落实的离境税会否导致亚航调高机票价格或者会否吸纳部分的离境税,东尼费南道斯说,由于整个机制尚未明朗,且让他们了解整个税务架构后才发言,目前,一切言之过早。
